Once a month, Kirsten Gross, director of animal control in California's Madera County, takes dogs and cats from the shelter to a local PetSmart for adoption. She counts it as a success when a half dozen shelter animals are placed in safe homes. Too often, however, she returns to the shelter to a demoralizing sight perhaps 20 new, unwanted pets dropped off to face an uncertain fate.
